THIS COURSE IS FOR U.S. EPA STAFF.  THIS COURSE IS NOT OPEN TO ACADEMIA, INTERNATIONAL ATTENDEES, CONSULTANTS, CONTRACTORS, OR ANY PRIVATE ENTITIES.

This course is open to EPA Incident Command System (ICS) trained Safety Officers or EPA employees planning to serve as an EPA ICS Safety Officer, or General Employees where applicable due to job duties as outlined in EPA’s Safety, Health & Environmental Management Program Guidelines (Guideline 51, Oct 2019).

COURSE DESCRIPTION AND OBJECTIVES

This OSHA10-hour course is primarily intended for entry level workers to provide training for employees on the recognition, avoidance, abatement, and prevention of safety and health hazards in a construction environment.  The course serves as an orientation to occupational safety and health for workers covered by OSHA 29 CFR 1926 for the construction industry that includes, but is not limited to, employees engaged in construction, alteration, and/or repair (including painting and decorating) activities.  Beyond this orientation/basic training course, workers must receive additional training, when required by OSHA standards, on the specific hazards of the job.

At the end of the course, participants should have an understanding of:

• Basic orientation safety and health information and education with emphasis on occupational safety and health for workers covered by OSHA 29 CFR 1926 - construction industry.
• Awareness of common job-related safety and health hazards.
• Training for general employers on the recognition, avoidance, abatement, and prevention of safety and health hazards in workplaces in construction.
• Workers’ rights, employer responsibilities, and how to file a complaint.
• The purpose and use of the 10-Hour Construction Outreach course completion card.

This course does not:

• Fulfill an employer's requirement to provide training under specific OSHA standards.
• Meet the training requirements for any OSHA standards.*

*Although some states have enacted laws mandating the training, and municipalities or others may require this training as a condition of employment, it is not an OSHA requirement. None of the courses within OSHA’s Outreach Training Program are considered certifications. This OSHA Outreach Training Program course is identified by OSHA as voluntary.  

Target Audience:  This course is required for all EPA’s ICS Safety Officers and general employees where applicable due to job duties.  This course is generally offered to EPA’s ICS-trained Safety Officers or EPA employees planning to serve as an EPA ICS Safety Officer. 

Prerequisites:  Applicable to the EPA ICS Safety Officer are:  ICS-100, ICS-200, IS-700b, IS-800d, ICS-300, and ICS-400**

**This course is a prerequisite for qualification as an EPA ICS Safety Officer in accordance with “EPA Order 2073, EPA Incident Command System Training, Qualification, and Certification Standards”.

10-hour Card Details

• Expiration - Although the 10-hour student course completion card does not have an expiration date. The form and content of additional training is left to the discretion of the student and/or employer.
• Employer acceptability - the employer has discretion in the enforcement of safety and health training requirements at their work sites and determines if a card meets their acceptability standard.
• Receipt - It takes up to 90 days to process a request for student course completion card. If card is not received after 90 days, send email to: ertp-h&s@epa.govand jackiescheben@haztrain.com

Per EPA direction, IN COMPLIANCE WITH Executive Order 13589   Promoting Efficient Spending, Section 5; the ERTP will not be regularly printing or proving students hard copies of course materials.  Manuals are no longer issued in class. Students will be provided information on where they can go to download a copy to bring to class.  Students may obtain an electronic copy of the student manual for personal printing or e-reading at:  Environmental Response Training Program Virtual University (ertpvu.org) Class is limited to 30 students.

IMPORTANT NOTICES – Applicable to all ERTP courses :

1. ERTP’s receipt of a Trainex course registration is a Registration Request, it is not a Guaranteed Enrollment in the Course. All ERTP training courses require applicant registration thru the Trainex system. Last minute course arrivals without prior ERTP Trainex course registration approval is not permitted. Before ERTP issues final approval to deliver any course and/or any EPA offices incurring expenses for the training event (including but not limited to EPA staff travel TA’s and/or ERTP training contractor expenses incurred), all EPA mandatory pre-approvals must all be met. The pre-approvals include (but are not limited to) the following:
   
   • Training location’s availability;
   • COVID status and/or other COVID Guidelines in effect for the location, as well as staff;
   • Agency limitations, scrutiny, and approvals of ‘Conference Spending Requirements (known as the “5170”)’ for the specific training course(s) scheduled delivery timeframe;
   • Weather (blizzard, hurricane, etc);
   • Contractual number of available course training slots;
   • EPA training location staff having priority registration over all other registrations; and/or
   • Hosting site Training Coordinator approval.
   
   In the event a course is subsequently postponed or canceled, or notification of registration cancellation is received, all EPA travel arrangements (airline/car rental/hotel) should be canceled in a timely manner. Registered students will receive a notification via email if/when a course is postponed and/or cancelled.                                                 
2. For in-person course deliveries, confirmed course registered participants must abide by all facility physical access requirements for the location (examples: check-in at the security gate, Federal ID, Government PIV/CAC cards, photo id’s, etc.). If applicable for the course or location, restrictions may apply to non-citizens and acceptable identification may be required for facility entry.
