This course provides a comprehensive overview and instruction of how to plan and compete RI/FS task orders under the Design and Engineering Services (DES) suite of RAF contracts.

By taking the course, participants will be better able to:

• Develop a RI/FS project delivery strategy. The course discusses how to determine the optimal project delivery for an RI/FS project with a focus on comprehensive and thorough project planning.
• Identify members of the integrated project team (IPT) and conduct important planning activities and develop critical planning documents. This course will highlight the importance of assembling an IPT and using risk management to develop important planning documents, such as a Site Strategy, conceptual site model (CSM) outline, and risk register help the IPT structure the task order to address project uncertainties and determine task order type by task.
• Consider project-specific needs when completing the DES Task Order Initiation Form and developing the elements of the task order initiation package. The course focuses on the elements of the task order initiation package that are critical in project-specific planning, including the statement of work, independent government estimate, and key capabilities and qualifications. This course will explain how the Standard Form 330 database is used to conduct research on DES contract holders, how to use the key personnel contract clause, and how to rank or order the established technical evaluation factors based on key project needs.
• Participate in the steps of the DES fair opportunity process under the DES Smart Accelerator structure. The course discusses the two-part process of DES fair opportunity and provides lessons learned and best management practices for review boards and how this process departs from the SFGLAES contract process.

This is a 4-day course and is designed for RPMs, program support staff and management, and contracting officers who will be planning and competing a RI/FS task order. This course is only open to EPA employees. It is strongly encouraged that all attendees be knowledgeable on the basics of RAF and have preferably taken RAF 101.
