PURPOSE and OBJECTIVE:
The purpose of this training is to review and discuss the specifics of the 1998 Policy on Timely and Appropriate Enforcement Response to High Priority Violations ("HPV Policy"). Each of the ten General Criteria and four categories of Matrix Criteria that must be evaluated to determine whether a violation rises to the level of an HPV will be discussed and demonstrated with seventeen case studies. In addition to the identification of HPVs, there will be a discussion regarding the timeliness of milestones to be achieved in order to appropriately address and resolve HPVs as well as a discussion of the definitions of relevant terms.

TARGET AUDIENCE:
Federal, state, and local CAA enforcement and AFS database staff and managers who are involved in the assessment, determination and reporting of stationary source compliance and noncompliance.
