Workshop will describe the principles and criteria for effectively reviewing draft environmental impact statements (EISs) and focus on applying effective review and commenting strategies.

This workshop will
  • Describe the principles and criteria for effectively reviewing DEISs and focus on applying effective review and commenting strategies to the environmental issues and policies pertinent to EPA during the § 309 document review process.
  • Emphasize practical processes for preparing quality NEPA documents and reviewing NEPA documents for accuracy and acceptability of impacts.
Substantive topics addressed will include
  • The legal context for review
  • A multi-disciplinary team approach to the review
  • Criteria for review of NEPA documents
  • Technical issues such as impacts on threatened or endangered species, wetlands, national historic preservation activities, environmental justice communities, etc.
Workshop Materials
  • A training manual which provides the Council on Environmental Quality (CEQ) and EPA guidance
  • Court decisions and precedents
  • Examples and/or exercises using examples of reviews that include; transportation, oil and gas exploration in Alaska,
  • Effective tools and processes for conducting, documenting and reviewing practical and effective environmental analyses as part of NEPA planning processes

Audience

This training course is designed to meet the day-to-day needs and professional development requirements of agency resource managers, environmental planners, resource specialists, decision makers, and others who need an overview of wilderness management and how it ties to other agency stewardships.

Process

NEPA/CAA § 309 Document Review is an interactive workshop designed to instill foundational knowledge and provide practical techniques for both new and experienced resource managers.

The three-day sessions emphasize participation and active learning and use the following format:

          30% lecture
          40% discussion
          30% exercises
