Environmental Unit Leader (OW)

This 3-day course provides participants course work and hands-on training for the position of Environmental Unit Leader (ENVL). It covers the role and responsibilities of an ENVL and the relationship of the ENVL to other incident personnel within the Incident Command System (ICS). The student will become familiar with the various incident-related documents, software programs, and other resources that may be used by an ENVL.

Topics include the Environmental Unit's role in the Incident Command System; staffing and organizing the Environmental Unit; sample plan development; monitoring and sampling techniques; laboratory resources; toxicology; modeling applications and limitations; treatment and disposal; and decontamination. Instructional methods include a combination of lectures, videos, case studies, class discussions, and group exercises.

Target Group
This course is intended for U.S. EPA and U.S. Coast Guard personnel who have completed the Incident Command System courses I-100, 200, and 300,400, IS-700b and IS-800d, and who have been identified to be a part of an Incident Management Team.

Objectives
After completing this course, participants will be able to:

  • Understand the management and leadership function of the ENVL Leader.
  • Define the interactions of the ENVL with other functional positions in the incident management team.
  • Understand how and when to incorporate multiple agency expertise into the Environmental Unit of the Planning Section.
  • Define various response technologies that may be needed to support the operations of the Environmental Unit during a major incident.
  • Understand toxicology, and health and safety issues as they apply to a response.
  • Understand the capability and/or limitations of numerical models as tools to support the operations of the Environmental Unit during a response.
  • List the contents of the Environmental Unit Leader Tool Box.

The classroom version of this course is delivered over three 8-hour days.

IMPORTANT NOTICES 
Conference Spending Requirements (known as the “5170”) – Al EPA staff travel spending will be closely monitored/scrutinized for 5170 cost-monitoring requirements. All EPA staff registering for the above course are requested to notify the EPA point of contact identified at the bottom of this page in advance and provide the preliminary cost estimate details in writing via email. The POC is responsible for tracking EPA 5170 spending for this training event. Travel spending includes all fund to be paid for by EPA. The 5170 conference spending requirement is not applicable to participants external to EPA, where EPA is not funding travel.

Participants are responsible for ensuring this code is used in the Site Project field under the Accounting tab in Concur. This code must be used for all travel authorizations, final travel vouchers, and local travel vouchers related to this specific training event. 
 
In the event a course is subsequently postponed or canceled, or notification of registration cancellation is received, all EPA travel arrangements (airline/car rental/hotel) should be canceled in a timely manner. Registered students will receive a notification via email if/when a course is postponed and/or cancelled.
 
For in-person course deliveries, confirmed course registered participants must abide by all facility physical access requirements for the location (examples: check-in at the security gate, Federal ID, Government PIV/CAC cards, photo IDs, etc.). If applicable for the course or location, restrictions may apply to non-citizens and acceptable identification may be required for facility entry.
 
Additional Information: Course dates are 3/24/25 - 3/27/25, 8:00 am to 5:00 pm Central Time and will utilize EPA-certified instructors and EPA-approved training materials.
