Crude Oil and Fast Water Booming Training - By Invitation Only
This 4-day course is designed for local and state responders, as well as U.S. EPA, U.S. Coast Guard, and Tribal responders who may become involved in inland crude oil spill response and cleanup. The course will highlight crude oil types traveling through the Columbia River Gorge and states of Washington and Oregon. The course is a hands-on practical oil spill response course for fast water usually found on rivers in the western regions of the United States. Class participants will spend the first day in the classroom learning about the characteristics of crude oil and Bakken crude specifically, fate and transport of crude in a waterway, response expectations, response safety, air monitoring, environmental harm, and train derailment dynamics and fire response tactics. The next two and half days will be spent learning how to read rivers; determine oil recovery locations; determine various methods of boom deployment on fast water rivers; and deploy oil recovery methods on fast water rivers. Instructional methods include lectures, case studies, and field work that emphasize the practical and problem solving skills related to oil spill control and cleanup on fast water rivers. The course will be taught by EPA staff and contractors, the Washington Department of Ecology, Oregon Department of Environmental Quality, the USCG, and BNSF Railway. After completing this course, participants will be able to: • Demonstrate how to read a river for determination of flow rates, debris patterns in currents, and selection of safe oil recovery locations. • Select an appropriate method of boom deployment on a fast water river. • Demonstrate the deployment of boom on fast water deflecting simulated oil to a recovery site down river. • Select an appropriate method of protecting sensitive areas of a river with boom. • Establish a safe and effective oil recovery operation and site. • Demonstrate safe boat operations on fast water rivers. • Recognize health and safety issues associated with field operations involving oil recovery on fast water rivers.
IMPORTANT: ERTP’s receipt of a Trainex course registration is a Registration Request, it is not a Guaranteed Enrollment in the Course. All ERTP training courses require applicant registration thru the Trainex system. Last minute course arrivals without prior ERTP Trainex course registration approval is not permitted. Before ERTP issues final approval to deliver any course and/or any EPA offices incurring expenses for the training event (including but not limited to EPA staff travel TA’s and/or ERTP training contractor expenses incurred), all EPA mandatory pre-approvals must all be met. In the event a course is subsequently postponed or canceled, or notification of registration cancellation is received, all EPA travel arrangements (airline/car rental/hotel) should be canceled in a timely manner. Registered students will receive a notification via email if/when a course is postponed and/or cancelled.
