Fundamentals of Superfund
Class Description:
Fundamentals of Superfund provides an overview of the purpose, legal framework, and implementation of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). The course (1) explores the origin, accomplishments, and future directions of the Superfund program; (2) outlines the roles of the On-Scene Coordinators (OSCs) and Remedial Project Managers (RPMs) as defined by laws, regulations, policy, and guidance, including a comparison of authorities and liabilities; and (3) covers the integral components of the removal, remedial, and enforcement programs, emphasizing the major responsibilities of OSCs and RPMs in managing Superfund responses, site cleanups, and enforcement activities.

Course Objectives:

  • Understand the evolution of the Superfund program. 
  • Understand the statutory and regulatory basis for the authorities of OSCs and RPMs. 
  • Learn about the three types of response activities defined under CERCLA. 

Fundamentals of Superfund is recommended for EPA On-Scene Coordinators (OSCs), Remedial Project Managers (RPMs), as well as other programmatic and field support staff, including Headquarters regional coordinators and Special Teams members. This course is also valuable to state and tribal personnel supporting Superfund sites. It serves as a prerequisite for EPA employees who would like to attend the Removal Process and Remedial Process Training courses.

This course is offered free of charge to all registrants who are confirmed to attend.

Important Notice: Due to the content presented during a CEC course and the restrictions in place for non-citizens to enter federal buildings, international attendees are not permitted to attend CEC courses.3

The CERCLA Education Center (CEC) understands that questions will continue regarding the status of CEC courses currently planned for 2023. Although we hope to be able to hold classroom trainings, the CEC will assess current conditions and make a go/no-go decision for each course six weeks prior to the start of the delivery. The CEC will assess current local and EPA COVID-19 guidelines; current EPA travel policies; and the number of students enrolled in a course before making a decision. Registered students will receive a notification via email if the course is postponed. Information will also be posted to the appropriate Trainex page.
