Knowing and Using the National Contingency Plan (NCP)
Class Description:
Knowing and Using the National Contingency Plan provides an in-depth exploration of the critical authorities and responsibilities of the On-Scene Coordinators (OSCs) and Remedial Project Managers (RPMs) within the framework of the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). The course offers a thorough discussion of the NCP's response framework, complemented by case studies and interactive sessions on specialized topics. Participants also gain insights into legal duties and responsibilities under the Oil Pollution Act and Stafford Act. Key topics include Access Issues, Interagency Agreements, Applicable or Relevant and Appropriate Requirements (ARARs), the Administrative Record, Pollution Reports (POLREPs), and Trustee Consultations. Participants will have the opportunity to engage in site-specific discussions, analyzing challenges within the NCP framework and fostering practical solutions and strategies.

Course Objectives:

  • Understand the NCP removal actions authorities available to OSCs and RPMs.
  • Explore legal responsibilities under the Oil Pollution Act and Stafford Act.
  • Examine Special Topics such as access issues and ARARs.
  • Identify and examine issues frequently faced by OSCs and RPMs in their everyday work.

The Knowing and Using the National Contingency Plan (NCP) course is recommended for new EPA Superfund OSCs and RPMs seeking to understand the NCP. It also serves as a valuable refresher for more experienced OSCs and RPMs. This class is open to EPA staff only.

The CERCLA Education Center (CEC) understands that questions will continue regarding the status of CEC courses currently planned for 2022. Although we hope to be able to hold classroom trainings this fall/winter, the CEC will assess current conditions and make a go/no-go decision for each course six weeks prior to the start of the delivery. The CEC will assess current local and EPA COVID-19 guidelines; current EPA travel policies; and the number of students enrolled in a course before making a decision. Registered students will receive a notification via email if the course is postponed. Information will also be posted to the appropriate Trainex page.
