Event Name: OSC Warrant Officer Training

Event Description:

OSC Warrant Officer Training offers a comprehensive overview of the contracting and program authorities granted to a warranted On-Scene Coordinator (OSC) under the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). The course provides in-depth information on key contracting elements, effective contract management practices, and discussion on contracting vulnerabilities. It also explains the policies and procedures for utilizing the various procurement tools under the Delegated Procurement Authority (DPA) and other mechanisms available to OSCs during emergency and time-critical removal actions. A response case study is included, allowing participants to apply the skills learned during the training. 

Course Objectives:

  • Comprehend the responsibilities and authorities assigned to OSCs for directing emergency response and removal actions. 
  • Gain knowledge of fundamental contracting principles. 
  • Understand contracting tools and techniques authorized for use under the OSC’s DPA. 
  • Apply the tools and techniques in a removal action scenario. 

The OSC Warrant Officer Training course is tailored for experienced EPA Superfund OSCs and who are pre-designated for emergency response or other field assignments where independent time-critical or emergency decisions may be required. The OSC Warrant Officer Training may also benefit EPA project officers and contracting officers supporting the removal and emergency response program. This class is open to EPA staff only.

Additional prerequisite information: Before enrolling in the OSC Warrant Officer Training, the EPA OSC must be a certified Contracting Officer's Representative (COR). Becoming a certified FAC-COR Level II is a mandatory requirement for an EPA OSC to request the warrant after taking the OSC Warrant Officer Training. Requirements for FAC-COR Level II certifications can be accessed at https://work.epa.gov/fac-programs/fac-cor-level-ii-initial-certification. Courses must be completed at least 7 business days before attending the OSC Warrant Officer Training. Additional Information:

Sessions will include a mixture of lecture and breakout sessions. Participants are expected to participate in each virtual session of the training series in its entirety in order to receive a certificate and their Warrant following the training. Guidance and instructions for accessing the online event will be provided to participants in advance.
