Event Name: Oil Response Training - Combined Backwater and Fast Water
Hosted By: Environmental Response Training Program (ERTP)
ERT - OSRTI
Event Description:

This Combined Back water/Fast water Course exercising the local Geographic Response Plan (GRP) is designed to meet the requests of U.S. Environmental Protection Agency (EPA) Federal On-Scene Coordinators (FOSCs) in their regions. Participants will deploy boom on lakes and rivers; establish oil recovery sites; provide protection to sensitive areas and shoreline with boom; operate boats on lakes and rivers; install dikes, dams and filter fences on streams; and install French drains and cut-off walls.

Instructional methods will include classroom instruction and field work.

After completion of the course, the participants will be able to demonstrate or discuss small boat operations, various methods of oil boom deployment and anchoring, recovery site selection and operations, and health and safety issues relevant to oil spill response and recovery operations. All this will be based on the selection of course materials to be presented.

Class size is limited to 25 students.

*This course is offered free of charge to all registrants who are confirmed to attend.*

IMPORTANT NOTICES – Applicable to all ERTP courses :

  1. ERTP’s receipt of a Trainex course registration is a Registration Request, it is not a Guaranteed Enrollment in the Course. All ERTP training courses require applicant registration thru the Trainex system. Last minute course arrivals without prior ERTP Trainex course registration approval is not permitted. Before ERTP issues final approval to deliver any course and/or any EPA offices incurring expenses for the training event (including but not limited to EPA staff travel TA’s and/or ERTP training contractor expenses incurred), all EPA mandatory pre-approvals must all be met. The pre-approvals include (but are not limited to) the following:

    • Training location’s availability;
    • COVID status and/or other COVID Guidelines in effect for the location, as well as staff;
    • Agency limitations, scrutiny, and approvals of ‘Conference Spending Requirements (known as the “5170”)’ for the specific training course(s) scheduled delivery timeframe;
    • Weather (blizzard, hurricane, etc);
    • Contractual number of available course training slots;
    • EPA training location staff having priority registration over all other registrations; and/or
    • Hosting site Training Coordinator approval.

    In the event a course is subsequently postponed or canceled, or notification of registration cancellation is received, all EPA travel arrangements (airline/car rental/hotel) should be canceled in a timely manner. Registered students will receive a notification via email if/when a course is postponed and/or cancelled.
     
  2. For in-person course deliveries, confirmed course registered participants must abide by all facility physical access requirements for the location (examples: check-in at the security gate, Federal ID, Government PIV/CAC cards, photo id’s, etc.). If applicable for the course or location, restrictions may apply to non-citizens and acceptable identification may be required for facility entry.

Washington DC – October 24 – 28, 2022, Training course times:  Daily from 0800 through 1700 hours Eastern

On Monday October 24th 0800-1700 HRS Federal, State, and Local partners will review existing policy, existing plans, existing response technologies, and existing capabilities relevant to responding to and recovering oil spills within the NCR. This one-day session is geared towards Oil and Hazmat partners in the NRC who have a role in developing local policy and supporting oil and hazmat response and recovery work at all levels of government.

On Tuesday October 25th through Thursday October 28th 0800-1700 HRS the training exercise will take on a more tactical approach and will cover oil recovery and containment techniques, equipment, boom deployment, shoreline protection, and boating operation safety. These three days will be geared towards NCR partners who have a role in conducting or overseeing HAZMAT and oil response and recovery, and to 30 participants. Others may be able to observe the outdoor exercises, but not attend the classroom portion as space is limited.

Region 3: EPA Region 3/(Washington, DC) courseEPA REGION 3 STAFF HAVE PRIORITY REGISTRATION FOR THIS COURSE. 

Once a registration is approved, the applicant will receive a confirmed enrollment email notification (usually in the form of a confirmed Outlook email calendar event (that is not identified as “Hold the Date”).
 

This course includes hands-on field activities.  Please dress appropriately for the weather and for an outdoor work environment.  Since some activities will be conducted on or around water bodies, it is suggested that you bring your own Personal Flotation Device (PFD) suitable for these activities.

For those traveling from out of town, it is recommended you pick a location close to DOEE HQ 1200 First St NE, Washington, DC 20002 for lodging. We will arrange to carpool from DOEE to Anacostia Park each morning from Tuesday-Thursday, and we will carpool to lunch Tuesday-Thursday, as lunch options are not available at Anacostia Park.
