This 5-day course provides participants with course work and hands-on training for the position of Resource Unit Leader. It covers the roles, responsibili­ties, and relationships of the Resource Unit Leader and Demobilization Unit Leader to other personnel within the Incident Command System (ICS). The student will become familiar with the various incident-related documents and software programs that may be used.

Resource Unit Leader topics include:

• Organizing and managing the unit
• Check-in
• Tracking resource status
• Operational planning
• Resource unit products
• Developing a Demobilization Plan
• Writing the Demobilization Plan 
• Implementing the Demobilization Plan

An extensive exercise in which the student organizes and operates a resource unit serves to test the student's skills.

Demobilization Unit Leader topics include:

• Organizing and managing the unit
• Developing the Demobilization Plan
• Writing the Demobilization Plan
• Implementing the Demobilization Plan

Target Group
This course is intended for U.S. EPA personnel who have shown interest, demonstrated the necessary skills and knowledge, and have accomplished minimum training, including Incident Command System courses I-100, 200,300,400, and IS-700b and IS-800d, appropriate for the position of Resources Unit Leader and Demobilization Unit Leader.

Objectives
After completing the course, participants will be able to:

• Understand the mission, organization, and operation of the Resources Unit from lecture and small group exercises.
• Identify, track, and account for incident resources from experimentation with T-cards and a variety of other systems.
• Describe the Incident Action Plan (IAP) and other section work products.
• Accomplish the duties and responsibilities of a Demobilization Unit Leader (DMOB) on a large incident.
• Develop, write, and implement a demobilization plan.

The classroom version of this course is delivered over four days (32 hours).

The virtual version of this course is delivered over five 5.5-hour days via MS TEAMs.

“THIS COURSE IS NOT OPEN TO CONSULTANTS, CONTRACTORS, OR ANY PRIVATE ENTITIES.  Region 4 & other U.S. EPA staff course registrations take precedence over all other course registrations received.  All other registrations received will be on a first-come-first serve registration until class capacity has been reached.  Once course capacity has been reached, registrations will be waitlisted.”

IMPORTANT:  ERTP’s receipt of a Trainex course registration is a Registration Request, it is not a Guaranteed Enrollment in the Course. All ERTP training courses require applicant registration thru the Trainex system.  Last minute course arrivals without prior ERTP Trainex course registration approval is not permitted.  Before ERTP issues final approval to deliver any course and/or any EPA offices incurring expenses for the training event (including but not limited to EPA staff travel TA’s and/or ERTP training contractor expenses incurred), all EPA mandatory pre-approvals must all be met. The pre-approvals include (but are not limited to) the following:
Training location’s availability;
COVID status and/or other COVID Guidelines in effect for the location, as well as staff;

• Agency limitations, scrutiny, and approvals of ‘Conference Spending Requirements (known as the “5170”)’ for the specific training course(s) scheduled delivery timeframe;
• Weather (blizzard, hurricane, etc);
• Contractual number of available course training slots;
• EPA training location staff having priority registration over all other registrations; and/or
• Hosting site Training Coordinator approval.

In the event a course is subsequently postponed or canceled, or notification of registration cancellation is received, all EPA travel arrangements (airline/car rental/hotel) should be canceled in a timely manner. Registered students will receive a notification via email if/when a course is postponed and/or cancelled.

Notice:For in-person course deliveries, confirmed course registered participants must abide by all facility physical access requirements for the location (examples: check-in at the security gate, Federal ID, Government PIV/CAC cards, photo id’s, etc.).  If applicable for the course or location, restrictions may apply to non-citizens and acceptable identification may be required for facility entry.  Unless otherwise specified, ERTP TRAINING IS GENERALLY NOT OPEN TO INTERNATIONAL ATTENDEES, ACADEMIA, CONTRACTORS, CONSULTANTS OR OTHER PRIVATE ENTITIES.

Students are requested to bring your personal copy of the EPA Incident Management Handbook (IMH) 2020, if you have one.
