On May 22, 2011, tragedy struck the city of Joplin, Missouri, after an EF-5 (estimated winds over 200 mph) tornado damaged or destroyed nearly 8,000 structures and killed 162 people. The tornado damaged an area spanning a distance nearly 7 miles long and in some areas up to a mile wide. Within a few days of the tornado, with search and rescue activities ongoing, the EPA coordinated with partner agencies to conduct rapid needs assessment of over 80 potentially tornado impacted facilities. These facilities included: Risk Management Plan facilities, Tier II facilities, Resource Conservation and Recovery Act facilities, Facility Response Plan facilities, Toxic Release Inventory facilities, facilities with underground and or aboveground storage tanks, health facilities, schools, and others. EPA successfully employed CapturX pens and Geosetter technologies to collect field data, which facilitated the mapping and posting of information to increase situational awareness and to support response decision-making. Soon after the initial search and rescue activities concluded, the EPA began working with the Missouri Department of Natural Resources, the U.S Army Corp of Engineers, the Federal Emergency Management Agency, as well as other state and local partner agencies and nongovernmental entities, to begin the collection and disposal of household hazardous waste, white goods, electronic goods, and orphan containers. As a result of collection activities, the EPA was able to divert, reuse, and recycle more than 104,000 containers, 257 tons of white goods, and 156 tons of electronic equipment. Collection activities spanned approximately three months. EPA conducted air monitoring and sampling for particulates and asbestos in the tornado-impacted areas to protect the health of response workers and nearby residents from May to August 2011. In total, the EPA collected over 804 asbestos air samples and conducted real time particulate monitoring for approximately 90 consecutive days at various locations. The EPA employed the Viper system for real-time particulate monitoring and developed a protocol for early notification of exceedances. In addition, the EPA established the support infrastructure and process to map the data, perform quality assurance, and publish the air data to the internet within 24 hours of reception. |
