Risk Management Programs - Basic

This 1-day course explains the requirements of EPA Accidental Release Prevention Risk Management Programs (RMP) regulation (40 CFR Part 68) and provides the basic skills needed to audit RMP submissions. This course is intended for: EPA inspectors; tribal, state and/or local implementing agency personnel; SERC/LEPC members; and other interested parties.
Training topics include: regulation applicability using the Regulated Substances list; program level determination; risk management plan review; and hazard assessment/offsite consequence hazard analysis review using EPA RMP Offsite Consequence Analysis Guidance and the EPA RMP Comp database. The course also covers the latest modifications to the regulation, passive and active release prevention, emergency response integrated contingency plans, and RMP data elements, including case studies of actual risk management plans.
Private industry employees are allowed to attend this course for a nominal fee on a space available basis. It is taught in conjunction with the 3-day "Risk Management Programs - Techniques" training course.
After completing this course, participants will be able to:
- Use the Accidental Release Prevention RMP regulation, and its recent modifications, to determine whether the regulation is applicable to a facility and to determine the facilitys required program level(s).
- Perform an offsite consequence hazard analysis using EPA RMP Offsite Consequence Analysis Guidance and/or the RMP Comp database.
- Describe RMP's prevention and emergency response coordination requirements, including passive and active prevention techniques and emergency response integrated contingency plans.
- List and evaluate RMP data elements using case studies of actual risk management plans.

Tuition - Personnel from EPA, Other Federal Agencies, and State and Local Government DO NOT PAY TUITION for ERTP Courses. Tuition for University Staff, Community HAZMAT Teams, and Students is Also Waived. Personnel not directly employed by a government agency (e.g.. private industry, contractor, or unemployed) pay tuition of $150 and will be sent further information about how to pay tuition after they have registered.
